Panem is a sovereign nuclear state and democratic constitutional republic that was established sometime after a series of ecological disasters and a global conflict brought about the collapse of modern civilization.

Panem consists one federal district, the Capitol, and another thirteen districts. They lived happily until the first rebellion began. It is unknown what had been the catalyst for the rebellion, and unclear on what had motivated the districts to take up arms against the Capitol.

However, around 74 years before the present year, a civil war had begun between the districts and the Capitol from mass dissent and anger. The Capitol won, the thirteenth district was destroyed. And as a reminder of their defeat, the Capitol holds the Hunger Games every year.

The purposes of the Hunger Games are to provide entertainment for the Capitol and to remind the districts of the Capitol's power and its lack of remorse or forgiveness for the failed rebellion of the current competitors' ancestors.

Now, we, as the Denizens of the Capitol and the Gamemasters, are seeking for future Victors, and those who are chosen will continue the Hunger Games tradition.
