Here are my top 3 apps for making backgrounds

Picsart, this is probably the app I use the most when I make a background. It is easy to combine pictures and to put filters over your work.

Phonto is a great app to put all kinds of fonts on your edits it has a lot of choice but you can also add other fonts to it

MagicEraser is a great app when you want to erase a background of a picture you want to use in your edit.
